Terrorists generally operate in little cells that blend into society and
therefore difficult to 'hit back hard' as you suggest. 
There is not enough info [yet] in the public domain to suggest that Mombasa
was the result of terrorism. It could be the action of a another Nation
wishing to stir things up for a more urgent mandate and designed to ensure
that the affected other Nation carried out their wishes.
