[Spooks] WBNY - Rodent Revolution

The "Rodent Revolution" numbers parody was on again last night. 6950 AM,
2315-2325 UTC, 8/12/2002. Reception was good this time. I managed to make
a recording of the entire transmission. Unfortunately, even as an mp3
file, it is over 6 MB long. I can't afford the bandwidth hit dozens of
downloads of such a file would cause, but if someone else would like to
host it, feel free to contact me.

The transmission consisted of Commander Bunny reading out a series of
numbers, with this weeks message to fellow rodents. All numbers were
between 1 and 23. Assuming they were not just random, we might assume that
it is a real message, with a simple assignment of one number per letter. I
computed the frequency distribution of each number, and it does look like
standard English. I can try posting a copy of the transmission if anyone
would like to take a stab at it. Unfortunately it is short enough that you
can only make rough assumptions about which letter is assigned to which
number, so some trial and error will be involved.
