[Spooks] 11174 KHz whistling oddity

I've hear the whistler there for a few days too.

Possible explaination:

A week or so ago I heard a rather dumb radio repair tech @ Offut AFB
trying to get radio checks out of Andrews and / or Laejes. They'd answer
an he wouldn't hear them. =


The tech would do SOMETHING, and his radio would shift frequency
slightly (a few hundred Hertz), andd Andrews would call (in vain) asking =

him to zero beat.

Is it possible that this genius hasn't got that damned radio fixed YET?
