[SOC] Calling frequencies

We used to have an SOC CW contest but you could spend a lot
of time calling "CQ SOC" without replies (I seem to remember that
N4BP(?) instigated these events) and as far as I know it hasn't
happened for many years. At least we didn't clog up the CW
DX frequencies as the FOC seems to do during their contests.
