[SOC] Is this a common problem in some areas ?

Went to Italy last year and found that almost 100% of the toilets in 
public restrooms had no seat.  Here's the explanation I got: Apparently 
there is no standardization in toilet seat sizes and configuration in 
Italy.  As a result when people need to replace the seat in their homes 
they cannot find the replacement.  So if they come across the proper 
size seat while they are out and about they steal it!

Also, almost all public bathrooms in Italy charge a fee (anywhere from 
.50 to 1.00 euros).  The whole thing made drink less while I was there!
