[SOC] Is this a common problem in some areas ?

 One of my " tasks " this weekend, was to replace the
toilet seat in our bathroom. During installation, it had
some unique mounting hardware, which according to
the instructions, " anti-theft " hardware. Prevents
theft of the toilet seat in high use areas.
 Really ? Is that a " thing " in some areas of the world
nowadays. Folks stealing toilet seats ?
 Toilet paper theft, yeah I get that with our current
hysteria going on. But the toilet set too .....
