That was a question that was proposed to be on the test for admission to
the SOC.  Sadly through the years, testing standards have dropped all
through Amateur Radio and the SOC has not been immune to this trend.  I
think I still remember the answer from when I took my SOC test in
person, before the SOC examiner.

The answer is: "The Unknown Secretary"
