[SOC] New SOC RST Report Guide

Wish I'd seen this discussion earlier, would have been useful during the
IARU contest yesterday.
Had several folks stop by my camper and ask what Im doing.
The 40ft tall fiberglass mast and wires attracts attention. One young feller
could copy some cw, gave him several ham magazines.
Made my day.
