[SOC] Unlawful assembly in a public place ?

 What constitutes " unlawful assembly ?
Curious about this situation. Earlier today myself and
another member of the Second Class Operators met
in a public place.
 In broad daylight, in plain view of everyone. The
Color Burst Liberation Army of 3579 khz was
mentioned.
