[SOC] What should radio amateurs do ?

There is an old FCC rule that allows a licensed ham to communicate with a non ham in cases of emergencies.

As Net Control of the Hurricane Watch Net, I had several such occasions of non hams calling in during hurricane emergencies and I took their traffic immediately.
