Hello,

It wouldn't work - to many Official Observers would go bankrupt buying stamps
for the OO cards. hi
Perhaps having a few mono-band " sprint " type contests through-out the year?

This could be monitored by ARRL "OO" appointees to send citations to the 
"Offenders" and forward them to the organization who does the scoring 
and disqualify the contestants who operate where they shouldn't.
