You don't, you have to await the "unknown secretary". I've been here so 
long, my SOC# is down sub 200.

We insiders could tell you who the "unknown secretary" is, but then we 
would have to kill you for possessing ultra top secret information.

Truly, this is all well over a decade old, spilling over from olden 
QRP-L days. That looong ago.

In true SOC fashion, I dunno anymore, not even the secret handshake, 
those wot did are now silents keys I think. Sob!
