[SOC] Competance Challenges for Data Modes

We don't have "rent-a-ham" in our loc square.  Some sick people have taken the  Maidenhead from it.  You can't leave anything on the ground round here without it being interfered with.  

The result is that the standard test equipment "Maidenhead Locator" will not work - so nobody knows where I am!
