No political rant, just a statement based on facts presented, please reread:

1980's security paper of one color with poorly aligned text from another
type of paper of a different color pasted into the boxes?  It might look
real, as in "REAL"y bad from a distance, but a casual glance indicated it
was fabricated crap.  It wasn't even a decent attempt, unlike all those
HAARP charts I altered."

AND to keep it on topic, the paper used in the fake certificate was the same
type used by the FCC for my Ham license in 1994.
