As for the inability to count it happens over here in the UK too, mostly with youngsters.
An example:
I went into a sports goods shop to buy two sets of flights for my darts.
One set was 40p and one set was 50p.
She took them, held one set in her left hand, one set in her right, furrowed her brow, her lips moved as she did this terribly hard calculation at the end of which, with a smile she announced "80p."
I gave her the 80p she'd asked for and left.
It's scary how dumb some people seem to be.
