I am sorry to say that you Americans got it all wrong. (But the story iis)

convinced that there are any rooms upstairs until he has seen them.

    As for the rest of the persons involved they are more than happy to
    settle their debts by swapping   -   goods, services, whatever   -  
    because as soon as cash is involved on this continent the IR is on
    the spot and with their greedy fingers is extracting 25% VAT ("Value
    added Tax") and 60 % income tax, so if the German by a miracle had
    left a 100-note on the counter, there would be only 30 small coins
    left on the counter, and they would not be silver coins.
    If the German (and this will not happen in a real life situation)
    got offended by the small amount left and stormed out the hotel
    without picking up the 30 coins,  the hotelier will have to pay his
    bellhop, who has witnessed the transaction hanging around in the
    lobby doing nothing and who has not got paid his wages for months.
    The bellhop will then get 15 coins, the hotelier having to fill out
    forms and whatever and forwarding the remaining 15 coins  -  the
    bellhop's tax   -   to the IR.
