The reason no one is directly answering your question is because we avoid
eligious things on this reflector.  The real answer is that SOC was started
y God, who then changed the bylaws to their present form.

 always wondered about this matter.... how do you start a club that
equires nominations from existing club members?
 
In reverse, it is like SURVIVOR tv show where the contestants vote off one
erson each episode.  However, what about the last two people.... if each of
he two votes for the other to go, it is a tie and no one can possibly be
he last man standing.
