[SOC] time change surprise

Users of Windows don't have to worry too much.  An update last year resolved
this for anyone who loaded up and installed the software update,

EU changes from summer time on 25 Oct, whereas US changes 1 Nov.
Depending on how computer clock is setup, US hams may experience a
programmed time adjustment that affects what  their logger records.
