[SOC] Looking to build a Dummy (Load)

They're in something metal already... that's why they are called  "aluminum housed"
Anything wirewound is too inductive whatever you do with it. Stick with the thick film power resistors. Put them on a 
heat sink inside a gallon paint tin full of cooking oil.
