Let me take you back to my novice days circa 1960. Wanting to test my Heathkit DX-40 on fone but owning neither a vfo nor a dummy load, I plug in my 7040 crystal (triples to 21120 in the 15-meter novice band), fire up the rig in the 40-meter CW band, and shout into the mic, "Hellllllo test...er...hoooooola, hoooooola." Yep, it works; hope nobody heard that! I'm pretty sure that's the only time I ever intentionally operated out of the band. Once, however, when I held an Advanced Class ticket, I did collect a pink slip from the FCC's Grand Island monitoring facility for slipping about 1 kHz into the Extra Class sub-band to work a UH8. I had to respond in writing and explain to the FCC that I had forgotten to reset the calibration on my Swan-400 after a band change. Those of you who have been around a while will remember having to do things such as resetting the rig's calibration after changing bands.
Does the FCC still monitor the ham bands? If it weren't for the tall trees between here and there, I could probably see the FCC's Laurel, MD monitoring facility from the roof of my house.
