[SOC] QST - May issue- Scope Question

In reading the series "Hands on Radio" in the May 2008 QST issue, I saw 
mention of a USB 'Scope manufactured by Parallax.  The 'scope is for sale 
either through ARRL www.arrl.org/catalog/?item=1259#top or directly from 
Parallax www.tinyurl.com/2fwkek with a price of $139.95.

I come to the SOC list for obvious reasons.

Can anyone tell me if this is a "real" 'scope that can eventually be used 
for practical purposes?  Or is the bandwidth too small?

If this is not viable, is there a similar PC interface which I could use to 
in place of a real scope?

(basically I'm looking for a cheap way of getting a serviceable scope)
