No.  The Heaviside Layer is a misspelling of the Heavyside Layer which 
is that portion of the male anatomy that hangs over the belt as we all 
age.  Some say it results from the consumption of malted beverages [I 
think not], and it is also referred to as the Dunlop Layer, after 
Mortimer Dunlop who looked down one day and said, "Wow!  I dun lop over 
my belt buckle."  Morty was a walking gravity machine.  And since 
gravity holds our radios down to the table, I'd be glad to make up an 
explanation for that should there be any interest.
