Neal, almost.  We have the ability to recognize that the dark powers of propagation exist, but we think they are magic and only beleave that others have the ability to summon them up.  I think that is what the FOC does.  Or is it the FCC?  Or perhaps KFC, WFC or NFC?  Oh dang!  Now I'm confused.
