Nope

The actual cartoonist and I've been thinking ever since I first posted was a 
fellow who simply called himself "Jolliffe". A Google search produces heaps of 
sales of his works on eBay, way down the list is a Wikipedia entry which sadly 
gives a brief description of this great Australian Icon.

All his cartoons [from memory] dealt with our Aboriginal cousins, mostly 
wrestling crocodiles. How he introduced a boa constrictor is beyond me. I 
suppose it was different to crocodiles. I think we've got some really mean 
snakes here [deadly] but none that big.
