Bob, I'm not certain of this (if I were certain of anything, I'd 
probably be ineligible for SOC membership), but ... I don't think the 
number is essential.  After all, it may be *your number* but that's all 
it is.  I haven't yet run across any other use.  It sort of seems like, 
"if you are a Second Class Operator, you're a member.  The rest is just 
  details that 2nd class ops often ignore anyway."

Or ... maybe not.
