[SOC] Cleaning up a PC board

Hi,

  I have a question and I thought I'd pass it by you guys.

  I was looking around the workshop today and came across a built, but not 
operational SW-40+ (Small Wonder Labs).  I had built this a number of years 
ago as part of the "Elmer101" project that was run on the QRP-L list (before 
I mentioned e-Bay and they threw me off).

 Anyway, I found the SW-40+ which is not in a case or anything and I thought 
I'd take a shot at making it come to life.  However, the first thing I 
noticed is that the PC board (which I believe is 100% populated) is pretty 
dirty and filled with crud (which I want to say is flux from the solder I 
used...would that be right?).

My question is what is the best way to clean this board up now that it has 
all of the components mounted on it?  Or is it even necessary to do so?
