Indeed...

CNN [International Version] has reported that many, many countries have offered 
immediate assistance privately to your President earlier in the week.

"President G.W. Bush was reticent to accept" - end quote.

These offers were not made public for fear of giving offence.

A tragic and terrible state of affairs all around.
