[SOC] OT: PSK-31 Worked All States: Is anybody out there?

I would think that a true SOC approach would be to work them on
echolink, while throwing "PSK-31" into the qso several times, and
having PSK-31 running in the background.  I know an attorney who could
defend that position, but he won't be out for a few more years.
