[SOC] QRP-L

QRP-L is a group that used to promote creation and building of QRP rigs.  
They were heavily into circuit design.  But that was when they were based 
out of LeHigh.  Now they are mostly involved with Fox hunts and a few 
other topics.  QRP is part of what they talk about but I have yet to see 
any design issues there.  I have only been a member for a couple of years 
though ;)
