Not really, Paul.

It shares a common ancestor with German, The syntax (and many of the written
words) are very similar, mainly mis-spelled versions of each other, but the
pronunciation is very different.

It's similar to German in the same way that French and Spanish are similar,
because they are both derived from Latin.

It's best not to resort to German in places like Amsterdam and (especially)
Rotterdam.  Although it's ancient history now, the Germans didn't exactly
endear themselves to the locals.
