I've seen that a few times attributed to Albert, but who knows.  

It doesn't hold a candle to the best Quayle-ism, which went something like
this:

"I can't understand all the abortion controversy.  There's a recognized
medical procedure called a D and C.  If a woman has one of those, then an
aborion is unnecessary."

Really.   I personally heard that straight from ol' Dan, right over the
'lectric radio, with my very own ears.  Hard to top, eh?
