I had this fight with an Anti-SPAM organisation and lost and I should have been
the recipient of the alleged SPAM.
Basically, they determine SPAM on the basis of the IP address that what they
consider to be a SPAM message came from.
If you are an ISP who provides a dial-up connection and that dial-up connection
is used for SPAMing, then that particular IP address will be blocked.
I ended up in the ludicrous position that somebody could email me provided that
the dialled in at the right time of the day/night. One IP address (at least) on
their ISP was blocked as a source of SPAM. If the sender unhappily ended up with
that address, I did not get the email. If he happened to get a different
address, the I did - all down to DHCP! The publisher of the Anti-SPAM list
wanted a small fortune donated to their favourite charity to unblock the IP
address.
I contacted the publisher of the Anti-SPAM list to point out the stupidity of
the situation, but they could not even be bothered to reply. In the end, I
arranged for my ISP to remove that Anti-SPAM list from my email account.
