I've got the explaination: Sloppy programming.
It's the ego-centric view of the computer (and the world) that is so
prevalent these days. With some computer languages like Visual Basic, you
have to actually do some extra work to prevent this from happening. But
given some care it's not that hard to deal with.
It's very similiar to the installers that install THEIR copy of a
DLL/OCX/Whatever file without checking the revision level. THEIR application
works and that's all they care about. This particular problem has been made
less prevalent now that the installers have gotten smarter so the
programmers don't need to be.
Complain to the author of the program. If they are worth anything they will
take your suggestion to heart. They might not be able to fix it right away,
but they will acknowledge it and at least put it on the list.
