I think that's a little harsh. I consider them to have been misguided but my
understanding of the situation is that rather than 'shield' schools,
hospitals and the like, they were given the choice of power stations,
communications centres and other important items of infrastructure close to
potential military targets. No a difficult decision IMHO.
