[SOC] German...AAAAAAGH!

Dear German-speaking brethren.
Today have I with German a problem, because the words in a
strange order are, although I correctly it to say try will.
My problem is with the words 'wenn' and 'wann'. My dictionary says 'wenn'
means 'if', but my
son's school book also uses it as 'when', when you use it in the middle of a
sentence ( like I just accidentally did).
So, am I right in assuming that when 'When' is the first word of a sentence
('Wann wollen sie heir ankommen?') that 'Wann' is correct, and if I say "I
never go there when (i.e.'during the time that') it is raining", that 'wenn'
is correct?.
I will now to go, in a dark room me to lie.
