Ralph, I didn't see Don's reply, and maybe he said the same thing... but
the certification that you don't claim any frequency by right of prior use
has always been required by the FCC.  This goes back to legal principles
ranging from international law to maritime law to "squatter's rights."  It
eliminates the defense of "Well, gee, I used this frequency for so long, I
should be allowed to continue."  And you just can't.  If that certification
is your only hang-up, it's no big deal.
