[SOC] license renewal

Guys - I need some help from the members in the US.  I just got a letter =
saying my license was about to expire and this group called the W5YI =
VEC, Inc would help with the paper work for a $6 donation.  So far I =
have no problem with it.  But, on the back of the certification card it =
has a bunch of statements that "I certify...".  Again I have no problem =
with any of them except the very first one :  "I certify that I waive =
any claim to the use of any particular frequency regardless of prior use =
by license or otherwise."  I thought the use of frequencies were agreed =
to by the various world governments through the ITU and then (in the US) =
policed by the FCC, ARRL, etc.   Am I being paranoid by balking at this =
statement?  Or is this the usual legal language meant to confuse and =
