Another unknown scumbag takes No. 6 billing. Teodoro
Obiang Nguema, 60, has been Equatorial Guinea's
dictator since 1979. He deposed and killed his uncle
Francisco Nguema, and drove thousands of his country's
people into exile. Nguema controls all branches of
government and continues to arrest and torture his
political opponents. 

Still another unknown quantity is No. 7 "worst."
Saparmurad Niyazob, 62, has been Turkmenistan's chief
warlord since 1990. Niyazob has developed a
personality cult, notes Wallechinsky, that would be
comical were it not accompanied by extreme repression.
He calls himself "Turkmenbashi," meaning "Father of
all Turkmen." He has renamed the month of January
after himself, and has shut down the opera, ballet,
circus and the Academy of Sciences. 

No. 8 is widely notorious and quite well-known for his
antics: Moammar Gadhafi of Libya, 60, in power since
1969. His empire state owns all media, criticism is
banned, political trials are secret and torture is
common. In the '80s, Gadhafi supported a series of
terrorist activities leading the United States to
impose economic sanctions on Libya.
