the SOC website:  http://www.qsl.net/soc.  Both contests are on March 8.
You can find the rules for the Elecraft contest on their website.

Included in exchange:  RST, SPC, Elecraft (K1 or K2) S/N, SOC number, 
Power.  I think that's all of it.  :-)
