Ian, I can tell you that if the Froggy OJD spends too much time in the sun, he 
will first turn red, then carmine and then eventually a bit brown (if still 
alive).
That's also why I prefer snow and polar bears. But that requires solar glasses 
and good legs.

Seriously speaking now. There is an huge amount of known cases when workers 
have been exposed to dangerous parts/materials while working and without them 
knowing anything of it.
In France there are 2 major cases, first linked with asbestos in laboratories, 
firms and even in schools & universities (Ironically, worst known case in Paris 
area is the Paris VI university, named "Pierre et Marie Curie" ...)

And 2nd kind of cases are about nuclear materials (civilian or military alike).

Each time, every case has shown that the lake of protection was only due to 
original wish to save money and time.

I know you may not care but I fully agree with you.
That's not just a question of "legal procedure", that's first and primarly a 
question of morality/.
