Some interesting replies. When I first went to Los Angeles mumble, mumble years
ago I asked the exact same question.

I was told:

"Because they all get hot under the collar".

I personally think some of the other replies are more plausible except folks who
spend time in the sun don't have red necks, they're normally tanned brown.
