Oui, I do agree. Maybe part of the pbm being that "everyone can
buy (use) everything".
Example #1 : in France, there are +- 10 people in the so-called
"air waves control" service. 10 people to control whole spectrum users
holding a F licence (should it be ham or not). Rather "funny", isn't it ?
As we say here, "pas vu, pas pris" (not seen, not caught).
Example #2 : in France, there are +- 50 people in the so-called
"Tanker control" service. After the Erika disaster, Chirac said "Never
agn, we will double the number of controllers by the end of 2002".
They were 50, they are now 64. So in Chirac's mind, 50*2 = 64.
Sorry that when he computes taxes augmentation, he does not use the
same rules.
Result ? In the last 6 months we had to face 2 major oil slicks.
Without speaking of the Amoco Cadiz, 15 years ago.

When Alaska has been badly damaged by an oil slick, I have
understood that your govt has taken some resolutions and the area is
now clean, safe and "under control". It shows that from time to time
you are OK to be in a controlled area. And that's fine. IMHO.
And BTW, Alaska has been indemnified rather quickly and rather well,
or am I wrong ? (but that's what I have read "here and there").
On the other side, it took 15 years for Britanny to receive
"something" (I will remain polite) as a "compensation" from the US
company after the Amoco Cadiz disaster.
"2 poids, 2 mesures".
I am just sorry that the Human Being as a whole (should it be US,
Frog, Rosbeef, Ozzy or whatever you want) does not find a way to be a
bit more respectful towards own's planet.
But money is money. "Le fric, c'est chic".
