One thing about operating your rig whilst in motion -- you are far less
likely to steer your car into another ham also operating his rig.   Cell
phones, however, seem to be issued with every set of car keys.  The
opportunity for really stupid usage rises exponentially with the number of
really stupid users.

A thought for control:  horrendous tax imposed when the same phone call is
handed from one cell to another.  Therefore no tax imposed on stationary and
99.9% of emergency calls.  If called, great incentive to pull off road and
then return call.  No police enforcement required.
Umm, and if accidents, the phone billing records would definitely indicate
whether using phone on the move.
