Mainly because they apply Islamic Law to everyone.  No drinking, of course.
Being caught in public with an unrelated female is a prison sentence.  If
you are in a taxi and there is a traffic accident, they will put you in jail
because if you hadn't rented the taxi there would not have been an accident.
I could go on...  It's a very unfriendly place.

I also believe they are about 85% illiterate.  There are no house numbers,
no general mail delivery, and often no street names.

Also no amateur radio for foreigners.  When going in, if you have a
short-wave radio with general coverage it will be confiscated because there
are parts of the spectrum they don't want anyone listening to.
