It's been a looong time since I have run DOS, but I recall that vidram,
which comes with Quarterdeck's QEMM would allow you to get 704K to 736k
or so of conventional memory and uses video memory (it requires you to
use a non-graphics mode, so probably won't work with arachne).  This
can also be done with EMM386.EXE.

There actually is an application written for ham packet radio which
won't do browsing (it can be a web server however), but will handle
tcp/ip for email, etc.  It works quite well for Internet use as well
and will talk to ethernet cards or dial up a modem on a com port.  It
is called NOS and was written by Phil Karn, KA9Q and subsequently
expanded by many others as either JNOS or TNOS.

The latest incarnation of JNOS can be found at
<ftp://pc.louisiana.edu/pub/ham/jnos111f>.    There are some
precompiled versions there, but it is really intended to be customized
and compiled with BC 3.1 for DOS or gcc for Linux.
