[SOC] World Cup Quiz - A SOC Answer

Not so fast, Claude.  How can there be such a thing as a SOC winner?
Besides, he bothered to answer.  A highly esteemed second place, however, is
totally appropriate!

Also, perhaps honorary membership for Soccer Out Casts (SOC of a different
type) to France, Argentina and Brazil.
