Well *YOU*  did ask:

Under Netscape 4.79 I get this message.

Oh duh, NN 4.79 displays frames nicely.

Under IE 6 I get a blank screen.

Under NN 6.2 I get a blank screen.

I detest frames in any event but even so, I'd reconsider the frame strategy. If
you must persist, I'll help.

At least you are being very SOC.
