...each time it occurs, why not just pop over, and
politely enquire, "Emm, sorry to bother you, but I was
wondering if you were perhaps using an electrical
device of some sort? As it's interfering with a vital
public service, I can probably help by adding a few
toroids or some such...might I observe the electrical
device in question, in use?"
