Ian it was taught that mothers (and fathers) should 
read to them from Dr. Spock's book on parenting
rather than punish them for wrongdoing.  The best
use of that stupid book was to put it across their
little backsides, then sit them in a corner to reflect
on their bad manners/actions/etc.  As you say,
physical correction to the problems now is a certain
trip to the pokey, and maybe a fine.  I hear them
on police radio all the time responding to parental
spanking calls, and where the 12, 13, or 14 year olds
are doing most of the assaulting to the parents.  Used
to be unheard of.
As the saying from home goes:  Too much Thunder,
not enough Lightning.
