[SMCARA] Tailgate Fest 2023

 Tailgate Fest 2023 date has been voted on and the decision was 14 October
for this year.  I've put in a request for that date at the HVFD Bingo Hall.

Rachael is working on getting a food truck this year but we still need a
coordinator for the event.  Dan Hatcher will not be able to coordinate the
event this year but did offer to help the coordinator where he can.

With the food and location already in work, I don't think there is much
left other than coordinating the setup and take down.
